Getting an Indonesian driving licence (SIM) as a foreigner

SIM classes, what an IDP does and doesn't cover, the ASEAN licence exception, SINAR online renewal, and the process expats actually face.

Indonesia's driving licence is the SIM (Surat Izin Mengemudi), issued by the Indonesian National Police. If you live here, you are expected to hold one — and it matters beyond the traffic stop: driving unlicensed can void your insurance after a scooter accident, which is the single most common serious expat claim in the country.

Visitors: what covers you

  • An International Driving Permit (IDP) alongside your home licence is honoured in Indonesia (both countries recognise the international road-traffic conventions). Get the IDP before you travel — your home country issues it, not Indonesia.
  • ASEAN citizens don't need an IDP: under the 1985 Kuala Lumpur Agreement, a valid domestic licence from any ASEAN member state is enough to drive in Indonesia (and vice versa for Indonesian licence holders across ASEAN).
  • Critically: an IDP for cars doesn't license you for a motorbike if your home licence has no motorcycle class. Renting a scooter in Bali on a car-only licence means you are unlicensed — and uninsured.

Residents: getting a SIM

Foreigners with a valid stay permit (KITAS/KITAP) can apply for a SIM at the local Satpas (police licensing office). The process includes health/eyesight checks and theory plus practical (or simulator) exams. The classes that matter to most expats:

Commercial ("Umum") and heavy classes (B1/B2) exist with experience prerequisites; almost no expat needs them. Issuance fees are modest (on the order of Rp100,000–120,000) — the real cost is time and any agent you hire.

  • Foreigner SIMs are typically issued with validity tied to your stay permit — check current practice at your Satpas.
  • Renewal has gone online: the SINAR service in the Digital Korlantas app (digitalkorlantas.id) handles SIM renewal remotely, with the new card couriered to your address. Renew before expiry — a lapsed SIM means starting over with the exams.
  • Buying a counterfeit SIM is a criminal offence (document forgery, up to 6 years) — and "helpful" fixers offering a licence with no test are selling you exactly that risk.

Common mistakes

  • Riding a scooter on a car-only home licence + IDP and assuming that's legal — it isn't, and insurers know it
  • Letting the SIM lapse and losing the renewal path
  • Treating the SIM as optional because police checkpoints can be talked through — the insurance consequence is the real penalty
  • Not carrying the physical licence (or the digital version in the official app) while driving

Can I convert my foreign licence to a SIM without exams? Practice varies by Satpas and nationality; many expats report conversion still involves at least the theory step. Ask your local office what applies to your licence.

Do I need both SIM A and SIM C? If you drive a car and ride a scooter — yes, they're separate licences.
