Indonesian customs: what you can bring in, what you can't, and what to declare
Duty-free allowances, the e-CD declaration, IMEI registration for phones, restricted and prohibited items — arrival without surprises.
Indonesian customs (Bea Cukai, beacukai.go.id) is routine for ordinary travellers: walk the green channel with normal luggage and you'll rarely be stopped. The problems are concentrated in a few known categories — alcohol over the limit, undeclared cash, drones and radio gear, animal products, and phones that were never IMEI-registered.
The allowances (per adult)
- Cigarettes: up to 200 (one carton) — more gets taxed or seized
- Alcohol: up to 1 litre — the strictest commonly-hit limit; a duty-free haul of three bottles is two too many
- Cash: amounts at or above the declaration threshold (IDR 100 million or foreign-currency equivalent) must be declared
- Personal goods in used, reasonable quantities pass freely; obviously-new resale quantities of anything invite duty
Complete the electronic customs declaration (e-CD) — the QR-code form most airports now require — before or on arrival.
Phones and electronics: IMEI
Foreign phones work on Indonesian SIMs for a limited grace period; staying longer means registering the phone's IMEI with customs — easiest at the airport on arrival (there are counters/online forms). Skip it and the phone eventually drops off local networks mid-stay. Laptops, cameras and ordinary gadgets in personal quantities are fine without ceremony. Restricted (permit or declaration territory)
- Drones — legal to bring in reasonable personal-use terms but subject to aviation rules on where you fly; commercial-grade rigs attract questions
- Radio transmitters, satellite phones — permit territory; satellite phones have caused real arrests
- Medicines in controlled categories — see the medication guide
- Plants, seeds, fresh food, animal products — quarantine-controlled; the quarantine agency requires health certificates for animal/plant products, and beagles at the belt do find your salami
- More than the alcohol/tobacco limits — declare and pay, or lose it
Prohibited outright
- Narcotics of any kind — Indonesia's drug penalties are among the harshest anywhere; this is life-and-death serious (legal mistakes)
- Weapons, ammunition, explosives without permits
- Pornography — on the books and occasionally enforced at inspection
- Counterfeit goods in commercial quantities; protected wildlife products (ivory, turtle shell, certain corals — including as souvenirs leaving)
Common mistakes
- Three duty-free bottles for the villa — the 1-litre limit is real and enforced
- Not declaring cash above the threshold ("it's legal money" — undeclared is the offence)
- Forgetting IMEI registration, then losing mobile service in week eight
- Carrying a friend's package ("just some gifts") — you own what you carry
- Buying coral/shell souvenirs that exit-customs or your home country will confiscate
FAQ
Is the e-CD mandatory? Airports have been rolling it out as the standard arrival declaration — do it online before landing to skip queueing at kiosks.
Can I bring my drone to Bali? Personal drones generally enter fine; flying them legally (altitude limits, no-fly zones, temple/ceremony courtesy) is the part people get wrong.
What about e-cigarettes/vapes? Personal devices and reasonable liquid quantities generally pass; commercial quantities are taxed goods.
